Slow bandwidth speed

Any idea why one computer in the office would have extremely low bandwidth spped.  5.5 download and 20 uplaod when everyone else in the office speed tests at over 50 some as high as 70?  

I have tried diferent cables and that wasn't the issue. 

I have cleaned everything off that I can.  The attached picture shows the system.  

Some people have 4 gb Ram  some have 8 and some have 16.  They all test over 50.  This one has 8 GB RAM.  I have attached a pic of the system.  

I am ready to just order a new computer, but thought I would check with you guys to see if it is something simple to fix.

Barb,

Take that computer to a different room and see if it tests slow.  If it does, wait until that staff member leaves for the day, switch out the computers, and smile all the way home...

I am serious about trying it in a different room to determine if it your pc.
